I am 99 agility but the wise old man, doesn't sell the agility skillcape (it is not in the shop). It only sells constitution hood, which is weird as my constitution level is only 10.

I got the same thing, can't get my thieving cape, it says herblore hood to. But my herblore is only 89...ยต It's bugged

you ill be able to buy your skillcape when you got 2 99s, Its the source i think

Nope, I got 99 hunter and 99 agility, still can't buy.
